It is possible to ask an even better question: Turkey is sanctioned by CAATSA for purchasing the S-400, but India is not receiving the S-400. According to CSPA law, there are sanctions against Iraq, but not against YPG. Is the USA a tribal state that applies its own laws when it suits them and ignores them when it is not useful, Mr. Ambassador?
