Turkey’s theses on the UN reform were published in a book by the Directorate of Communications. The book, which was written by President Recep Tayyip Erdoğan and published in English and Turkish, stated that the UN and the UN Security Council, which were established after the Second World War, were insufficient to find solutions to today’s problems.

The book, in which the rationale for the UN reform was explained, included President Erdogan’s reform proposals and rhetoric.

The book consisted of three parts: ‘Why should a UN reform be done?’, ‘The importance of the UN in the field of international peace, peacekeeping and humanity’s problems’, ‘UN reform rationales and recommendations’. In the first part of the book, the general structure of the UN is discussed and the UN’s report on humanitarian crises and peacekeeping is included; Situations where the UN was ineffective and inadequate in humanitarian crises and peacekeeping missions, as in the example of the Bosnian War, were highlighted.

In the second part, in which the current problems faced by humanity and the global system and the possible international problems that may arise in the future are discussed, the global problems that the UN and the international community will face are covered in a broad framework. In the last part of the book, there were reform proposals regarding the reasons for the UN reform and the structure of the UN Security Council.

In particular, the legitimacy problems of the UN system, the 5 permanent member states in the Security Council and the problems brought by the veto right of the said member states to the international system were mentioned. Also, in the last part, Erdogan’s book ‘A Fairer World Is Possible’ Turkey‘s vision for UN reform was discussed.

‘THE GLOBAL SOLUTIONS NEEDED’

President Recep Tayyip Erdoğan, in his introductory letter, pointed out that the problems experienced at any point in today’s world can produce results that affect all humanity very quickly; He stated that problems such as climate change, global warming, famine, thirst, irregular migration movements and terrorism seriously threaten peace and stability all over the world. Emphasizing that a fair and realistic approach to global issues and the need to produce global solutions in cooperation, Erdoğan said that in the current international system that protects and privileges only developed countries, disadvantaged countries are unjust because the 5 permanent members of the UN Security Council use their veto power for their own interests. He stated that he was crushed under an unfair price that the global structure placed on his shoulders. Erdogan said that in order to leave a livable world to future generations, the whole world should not turn blind or deaf against disadvantaged regions, and act in coordination with voluntary cooperation to ensure justice.

‘REFORM IS NEEDED’

Underlining that the UN, which is the most important institution for maintaining peace and ensuring security in the world, should put into practice a system that prioritizes all humanity and in which the strong is not justified but the justified, Erdoğan made the following assessments:

“It is not possible for a UN Security Council, which acts by considering the priorities of only 5 permanent members, to prevent conflicts and to establish peace, stability and security. It is a crime against humanity to insist that a system that cannot establish a fairer world today and for the future remains unchanged. We consider it a partnership. Turkey repeatedly and loudly voices that a fundamental reform is needed in order for the UN to fulfill its mission properly and to respond to today’s conditions, threats, security concerns and needs. “The world is bigger than 5” and “A fairer world is possible.”

‘TURKEY WILL CONTINUE TO PIONEER’

Noting that Turkey has demonstrated a great diplomatic success in ending the Russia-Ukraine war and the creation of a grain corridor that will solve the global food crisis caused by this war, Erdoğan said the same effort to implement the necessary reforms in the UN and to meet the need for justice in the whole world.
