The Communiqué on the Amendment of the “Communiqué on the Implementation Principles of the Ministry of Agriculture and Forestry on the Granting of Low-Interest Investment and Operational Credits for Agricultural Production by TC Ziraat Bankası AŞ and Agricultural Credit Cooperatives” was published in the Official Gazette.


Accordingly, the implementation period previously determined between 1/1/2020-31/12/2022 has been re-determined as 1/1/2020-31/12/2023.

With the amendment made, minimum ten thousand units for broiler breeding; minimum one thousand pieces for geese, ducks, turkeys; minimum two thousand pieces for quail; Investment and operating credits will be provided to producers that establish a minimum of fifty ostrich, a thousand or more enterprises for hatcheries, or increase their established operating capacity to these minimum capacities, within the scope of poultry farming.


Investment loans for the poultry industry; construction and modifications of poultry house (new and additional poultry houses separated for egg farming), hatchery (bringing chicks for commercial purposes), manure processing plant, feed warehouse/silo, egg processing unit/plant, egg sorting unit/plant, egg packaging unit/facility, biosecurity It will cover the expenditures to be made for the purpose of purchasing the related tools-equipment and machinery and other investment expenses.

Within the scope of the decision, hatchery businesses that will use business loans will need to have a hatchery business activity approval certificate.

Hatchery SUPPORT

Within the scope of the decision, poultry enterprises and hatchery (bringing chicks for commercial purposes) enterprises that will use investment and operating credits for the poultry sector do not have to belong to the same natural person or the same legal entity, natural or legal persons only poultry enterprises or only hatcheries (chicks for commercial purposes). issuer) may be the owner.

Within the scope of the decision, to be able to use breeding poultry farming credit, the minimum; ten thousand breeding broiler chickens, ten thousand breeding laying hens, one thousand breeding laying hens to be made with local lines developed by the Ministry, one thousand broiler breeder chickens to be made with domestic lines developed by the Ministry, five thousand breeding turkeys, breeding goose, ducks or quails It will be necessary to establish enterprises with a capacity of one thousand, for breeding ostrich, and a thousand or more for hatcheries, or to increase the capacities of established enterprises to at least these capacities.


A health certificate and/or invoice will be required showing that the breeder poultry and breeder eggs are breeder grandparents, breeder parents.

Breeding poultry farming investment loans; breeding poultry house, hatchery (bringing chicks), manure processing unit/facility, feed storage/silo construction and modifications, expenses to be made for biosecurity, purchase of related tools-equipment and machinery and other investment expenses.

Within the scope of the decision, breeding poultry enterprises that will use a business loan will have to have a breeding poultry enterprises activity approval certificate obtained from the Ministry, hatchery enterprises (bringing chicks for breeding purposes) must have a hatchery enterprises activity approval certificate.


Within the scope of the decision, breeding poultry enterprises and hatchery (bringing chicks for breeding purposes) enterprises that will use breeding investment and operating credits for the poultry industry do not have to belong to the same natural person or the same legal entity, real or legal persons only breeding poultry enterprises or only hatcheries ( They will be able to become owners of chicks for breeding purposes.


In order for the producers to use interest discounted loans within the scope of the Decision on strategic plant production; safflower, sunflower for oil, grain corn, rapeseed, soybean, sesame, olive for oil and medicinal aromatic plants “thyme, rose for oil, lavender for oil, lemon balm, ginger, sahlep, rosemary, sage, frankincense, sumac, carob, laurel, basil , blueberry (likapa), aronia, linden, saffron and jojoba” production.


New investment credits will not be extended for greenhouse banana cultivation, and special criteria discount rates will not be applied to new business credits.

Fixed milking facilities, fully automatic milking machines (milking robots), fixed solar energy systems, linear and center pivot irrigation systems and greenhouse heaters, Agricultural Machinery and Agricultural Technology Tools published in the Official Gazette dated 9/10/2020 and numbered 31269. Within the scope of the Regulation on Test and Audit Principles, the test report prepared on the basis of the enterprise will be taken as the basis instead of the credit conformity certificate.

Credit requests of irrigation unions for the purchase of tools and equipment required to produce the electricity needs of irrigation facilities from solar energy source and for the establishment of facilities will be evaluated within the scope of the Decision.


Credit requests for the purchase of a common milking unit (milking machine/system and cooling tank purchase) and milk analyzer, feed mixer, baler are also considered within this scope, provided that they are compatible with the capacities of the partners/members of agricultural cooperatives and producer unions. For this purpose, agricultural cooperatives or producer unions that will request a loan, the names of the partners/members who will benefit from the joint milking unit and information about the milking animal assets will be reported to the Bank or TKK, depending on their interest, in a written list.


Irrigation cooperatives operating within the scope of Law No. 1163, irrigation unions operating within the scope of Law No. 6172 and agricultural activities regulated by electricity retail sales company/electricity wholesale company/electricity distribution company of real or legal person agricultural producers/electricity bill payments subject to irrigation tariff, production will be evaluated in this context without any discrimination.

The date of publication of this article will be taken into account in the crediting of past debts.

In order for irrigation cooperatives and irrigation unions and real or legal person agricultural producers to benefit from this loan in order to pay their new bills, there must be no accumulated / past due / unpaid / unpaid agricultural electricity debts, and if there are debts paid / to be paid in installments, there should not be any overdue installments.

TARSİM condition will not be sought for those who will use credit within the scope of this article.

However, in debt postponement transactions to be made by the Bank and TKK; In villages with Village Based Drought Yield Insurance, TARSİM yield loss rates will not be exceeded.

The provision in the second paragraph of article 20 will not be applied to investment loans approved as of the effective date of this article.
